Unfortunately, the natural differences of opinion among Russians abroad are again acquiring shades of intransigence and hostility. This must be fought. This must be extinguished in every possible way. There is only one way: to focus discussions not on what divides, but on what unites. At the same time, it is necessary from the very beginning to come to terms with the fact that the only thing that can unite the Russian emigration is the denial of Bolshevism, the exposure of provocateurs and the fight for the legal status of emigration. It is on this platform that we must look for unification.
Therefore, any attempt to put forward any party program or any person and crush the entire emigration under it or under him will ruin the matter. Any encroaching lust for power, ambition, any monopolization of leadership is harmful. All self-promotion is ridiculous. Any kindling of rivalry between the “old” and "new" emigration undermines the cause. Whoever indulges in this will do the work of our common enemy.
The atmosphere should be patriotic, strictly businesslike and programmatically minimal. It is safe to predict that any attempt to expand this program will be a failed conspiracy. And most of all, it is necessary to maintain a guarantee against agents provocateurs who have the task of infiltrating the leadership center at any cost.
